Mr. Allen presents an overview of the DPS's case and identifies the supporting witnesses in each subject matter area. Mr. Allen reviews the project in relation to the statutory criteria that must be met for approval of the project and serves as the Department's subject matter witness on load forecasts in relation to issues of need.
