Payment Assistance & Programs for Low Income Consumers
Vermont offers a number of programs to help consumers who face financial barriers to maintaining utility service. Here is a list of resources for those facing financial hardship:
Public Service Board rules
Public Service Board rules provide some protections against disconnection for delinquent bills during the winter, and in cases of medical emergency. The publication Utilities and You can help you understand these rights.
Agencies providing assistance to consumers
The Vermont Department of Public Service annually compiles a list of government and private agencies that may provide assistance to consumers in paying their bills.
Lifeline and Link-Up
The Vermont Lifeline telephone discount program reduces the cost of telephone service for income-eligible Vermonters. The Link-Up program reduces installation charges for phone service by at least 50 percent for income-eligible Vermonters.
Vermont Telecommunicatons Equipment Distribution Program
VT-EDP provides free adaptive equipment for Vermonters with hearing, speech and other disabilities whose incomes qualify. The program helps low income people with disabilities stay connected to the telephone system.
Telephone for People with Hearing Disabilities
People with hearing disabilities who need a TTY to use the telephone qualify for a hearing disabilities discount on telephone service within the state of Vermont.
Heating Fuel - Groups Discounts
The Energy Co-op of Vermont and Upper
Valley Energy Group are member-based organizations that help their members
save money by jointly purchasing or "pre-buying" heating fuel
at discounted rates negotiated with commercial fuel dealers.
