This section is designed to provide information to consumers about their regulated utility service; to educate consumers on how to advocate for themselves regarding problems with their utility companies; and to assist consumers in resolving utility-related issues. Increasingly, the Consumer Affairs & Public Information (CAPI) Division takes in complaints about unregulated consumer issues such as broadband, wireless, cable modem and Voice-over Internet Protocol (VoIP) services. Information about these services and what you can do to resolve problems with respect to these services is also included in these pages.

Your Rights as a Consumer

If you are having a problem with a regulated utility, you should first try to resolve the issue directly with the utility. If you have taken this first step but have not been successful in getting the issue resolved, the Consumer Affairs & Public Information (CAPI) Division may be able to help. Additionally, CAPI provides information to help consumers advocate for themselves when dealing with utility issues. CAPI can also refer consumers to other state offices or outside agencies for issues that are beyond the Vermont Public Service Department's (PSD) or Vermont Public Service Board's (Board) regulatory authority, as needed.

Public Involvement

The PSD encourages public input and involvement, and your opinions about the issues and utilities over which the PSD and the Board have regulatory oversight.
