William R. Steinhurst, DPS, The purpose of Dr. Steinhurst's testimony is explain what actions the Board may take regarding prudence and used and useful issues in this proceeding and to present the Department's recommendations on those issues and setting rates overall for this case.

Dave Lamont, DPS, The purpose of Mr. Lamont's testimony is to address certain issues with CV's proposed power cost estimates.

Carole E. Welch, DPS, Ms. Welch proposes adjustments to the C&LM deferral and ACE amounts contained in the docket No. 6460 filing and addresses CVPS' Witness Bruce Bentley's proposal for an alternative to the ACE mechanism.

Bruce Biewald, Synapse Energy Economics, Inc. Mr. Biewald's testimony addresses used and useful policy issues, and their application to CVPS's purchase from Hydro Quebec, including projection of electricity market prices and the above market costs of the purchase.

Deena L.Frankel, DPS, The purpose of Ms. Frankel's testimony is to recommend the imposition of service quality and reliability performance, monitoring and reporting requirements governing service provided by Central Vermont Public Service Corporation, as well as to recommend remedies for certain consumer protection matters.
