VT Department of Public Service Testimony in the Investigation into General Order No. 45 Notice filed by Vermont Yankee Nuclear Power Corporation re: Proposed sale of Vermont Yankee Nuclear Power Station and related transactions.
- Prefiled Direct Testimony of William Sherman on behalf of the Vermont Department of Public Service REDACTED Mr. Sherman summarizes the Department’s review of the proposed transaction. Other Department witnesses are introduced in his testimony. He summarizes the results of the Department’s analyses, and identifies items which must be clarified, resolved or conditioned for the sale to be approved. He identifies considerations and analytical assumptions which have changed since the Department’s evaluation of the proposed sale of Vermont Yankee Nuclear Power Station to AmerGen, and he supports certain assumptions used in the Department’s evaluations. He also supports the Department’s analysis comparing the continued operation of Vermont Yankee with premature closure of Vermont Yankee.

- Direct Testimony of Andrea C. Crane on behalf of the Department of Public Service Ms. Crane’s testimony reviews the organizational and financial relationships proposed among ENVY, its parent and its affiliates. In her testimony, Ms. Crane provides recommendations regarding financial safeguards that should be adopted in order to ensure that ENVY has access to the capital required to meet its service and contractual obligations. Ms. Crane concludes that the Board should require Entergy Corporation to provide certain financial guarantees for ENVY. Ms. Crane also proposes dividend and loan restrictions for ENVY and recommends various financial reporting requirements. Exhibit DPS-ACC-2
- Direct Testimony Submitted by David J. Effron on behalf of the Vermont Department of Public Service: Mr. Effron’s testimony presents an estimate of the gain (loss) that would be recognized on the sale of VYNPS and recommends how such gain or loss should be incorporated into the continuing revenue requirements of VY if the Station is sold. He also presents certain modifications to the determination of the continuing VY revenue requirements assuming that the plant is not sold.

of the Memorandum of Understanding of William Sherman on behalf of
the Vermont Department of Public Service. Mr. Sherman refers to his previous
testimony and identifies the reasons for supporting the Memorandum of
Understanding filed with the Board on March 6, 2002. He responds to certain
questions from the Board, and comments on the Board’s “Conclusions”
for the original transaction described in Attachment A to its Order in
Docket No. 6300 of November 17, 2000. March 11 2002
- Supplemental Testimony in Support of Memorandum of Understanding Andrea C. Crane on Behalf of the Department of Public Service Ms. Crane’s testimony addresses why she believes that the Memorandum of Understanding adequately addresses the financial concerns expressed in her Direct Testimony.
