• Prefiled testimony of Dave F. Lamont, DPS Power Supply Planner. Mr. Lamont's testimony provides the Department's comments on a number of criteria under 30 V.S.A. § 248(b) and to briefly discuss the issue of ice throw and safety around the proposed project site.

• Prefiled testimony of Robert Ide, DPS Director for Energy Efficiency. Mr. Ide’s testimony presents the Department's overall recommendations with respect to the petitioner's request for Certificates of Public Good ("CPG"s) under 30 V.S.A. §§ 231 and 248, including specific recommendations on a number of criteria found in 30 V.S.A. § 248(b). In places, he will be incorporating or relying on the work and testimony of other Department witnesses.

• Prefiled testimony of Mark Kane, Mr. Kane analyzes the potential aesthetic impacts on the scenic viewshed from the proposed windfarm on East Mountain under the Quechee Test. Mr. Kane also assess the validity of the aesthetics anaysis provided by the Petitioner in this proceeding.
