Statewide Energy Efficiency Plan
A Plan to Transform Vermont’s Energy-Efficiency Markets
This plan served as the foundation for the establishment of a statewide
energy efficiency utility in Vermont. The plan outlines a path to transforming
Vermont’s energy-efficiency markets, while acquiring cost-effective
energy efficiency resources. It was submitted it in response to the Public
Service Board’s December 1996 Order in Docket 5854 and the Order’s
plan to restructure Vermont’s electric industry. Although restructuring
of was not ultimately implemented, the Board did proceed with creation of
the energy efficiency utility, which is in place today.
The DPS plan seeks to stream-line and increase the efficiency of Vermont’s energy efficiency effort. It calls for an independent entity, referred to as an "efficiency utility," to implement a set of statewide core energy efficiency programs. Vermont’s regulated utilities would be responsible for supporting these core programs, but not for planning or implementing them. Electric utilities would be responsible for energy efficiency programs targeted to avoid specific transmission and distribution (T&D) investments.
