Report on Ratepayer Advocate Offices


In June 2015, under Act No. 56, An act relating to establishing a renewable energy standard, Section 21b, the Vermont legislature directed the Department of Public Service to provide a report analyzing the structure of its Public Advocacy Division and whether alternate structures could result in improved benefits for utility ratepayers. The Department held four public hearings, conducted over 25 interviews, and reviewed nearly 20 written comments in preparation for writing a draft report.  Following a public comment period of the draft report, the Department issued its final report on February 22, 2016.
