The Public Service Department, in coordination with the Department of Innovation and Information and the Agency of Commerce, produces a seven-year plan that serves as the basis for state telecommunications policy. The plan is updated every three years.

The Public Service Department, in coordination with the Department of Innovation and Information and the Agency of Commerce, produces a seven-year plan that serves as the basis for state telecommunications policy. The most recently released plan specifically addresses broadband, and is entitled Vermont Telecommunications Plan: Broadband (May 2011).
Telecommunications Survey
From July through September 2012, ICF International conducted the 2012 Vermont Telecommunications Survey on behalf of the Public Service Department. The survey, with responses from 400 Vermont residents and 521 non-residential organizations, measured Vermonters' telecommunications needs, as well as related behaviors, knowledge, awareness, and perceptions. All public, private, non-profit, and educational organizations were eligible for the survey.
Vermont Telecommunications Almanac
The Vermont Telecommunications Almanac almanac provides key data about the status of telecommunications in Vermont. These statistics and other data provide important indicators of where Vermont has progressed in meeting its telecommunications needs, and where there is room for further improvement.
