Administrative Citations Process
Following an investigation of a potential violation of a Certificate of Public Good (CPG), the Department of Public Service will determine whether a violation has occurred and thereafter may issue an administrative citation to the CPG holder (30 V.S.A §§ 30). A description of the administrative citations process is provided to the CPG holder with the draft citation. The public shall have an opportunity of 30 days for comment on the draft citation, after which the Public Utility Commission may open a proceeding to investigate the alleged violation. If the Commission does not open an investigation, the Department may issue a final administrative citation to the CPG holder.
