Listening Session for § 248a Telecom Facilities Siting Process

The Public Service Department (PSD) is holding an online listening session to gather public input for a legislative report on the siting of telecommunications facilities under 30 V.S.A. § 248a.

During this session, PSD will provide a brief overview of the 30 V.S.A. § 248a process, along with time set aside for participants to share their comments. By holding these sessions, PSD hopes to gain insight on how to increase accessibility for the public and the municipalities during the siting of telecommunications facilities under 30 V.S.A. § 248a. Everyone is welcome to this free event.

ON THE NORTHEASTERN VERMONT DEVELOPMENT ASSOCIATION’S

 REQUEST FOR A DETERMINATION OF ENERGY COMPLIANCE

PURSUANT TO 24 V.S.A. § 4352

Wednesday, October 25, 2023 – 6:30 PM

 

The Vermont Department of Public Service (“Department”) invites the public to a hearing to provide input on the Northeastern Vermont Development Association’s Regional Plan, including the Northeastern Vermont Development Association’s (“NVDA”) Energy Plan.  These plans are available for review on the Department’s website at http://publicservice.vermont.gov/The NVDA is seeking a certification from the Department that these plans comply with energy planning requirements set forth in statute.

Hearing location:  The public hearing will be conducted in person on Wednesday, October 25, 6:30 PM at 36 Eastern Avenue, St Johnsbury, VT 05819. Public comment:  The public is encouraged to submit written comments regarding this request to the Department via email at  PSD.PlanningStandards@vermont.gov.  Please include the heading “NVDA’s Determination Request Comments” in the subject line.

Public Hearing Seeking Input on Distribution of Federal Grid Resiliency Funding

The Vermont Department of Public Service (PSD) seeks feedback from stakeholders and ratepayers on the objectives and metrics by which the state should distribute federal funding provided under the Infrastructure Investment and Jobs Act (IIJA).

The IIJA creates funding opportunities open to Vermont to facilitate electric grid modernization for the purpose of preventing outages and enhancing the resilience of the electric grid. Section 40101(d) of the IIJA allows for states and Indian tribes to receive grants over a five-year period in an amount consistent with a pre-determined formula – approximately $3 million per year for Vermont – for uses that meet certain criteria.

On Wednesday, September 7, 2022 the PSD will convene an online public hearing from 4:00 to 6:00 p.m. to provide opportunities for interested parties to learn about the IIJA funding opportunity and requirements, and share their perspectives on how the federal funds should be used to improve the resilience of the electric grid.

The Department of Public Service is coordinating with the Vermont Climate Council on additional public meetings in October regarding the Climate Action Plan (CAP). Comments from participants can inform both the CAP, under development by the Vermont Climate Council, and the Comprehensive Energy Plan (CEP) being developed by the PSD. CAP public meetings were also scheduled in September (see the Department's calendar for dates, times and locations). 

Please join the Vermont Climate Council by participating in one of the upcoming online public meetings. 

October meeting dates and times are as follows:

  • Tuesday, October 5, 2021, 6-7:30 pm: Virtual event via Zoom for BIPOC communities
  • Wednesday, October 6, 2021, 6-7:30 pm: Virtual event via Zoom
