The Vermont Department of Public Service (“Department”), which represents the public interest in utility cases before the Vermont Public Utility Commission (“Commission”), is soliciting proposals, through this Request for Proposals (“RFP”), for qualified experts in regulatory accounting and ratemaking matters to assist the Department in its review of two inter-related rate filings from the Green Mountain Power Corporation (GMP).
GMP currently has a petition pending before the Commission for approval of a Multi-Year Rate Plan (MYRP), which has been filed under the Vermont law that authorizes alternative regulation plans. Separately, the Department expects that GMP will file a traditional cost-of-service rate case no later than January 18, 2022. If the MYRP is approved by the Commission, the rate case will set the initial tariffed rates that will subsequently be adjusted pursuant to the terms of the MYRP for a four-to-five-year period.
The Department seeks an expert witness to assist the Department in its review of both cases, which will ultimately be reviewed in tandem by the Commission. The work is anticipated to take place primarily from January 2022 through June 2022. The contract period will begin when a contract is executed and end one year from that date.
Proposals are due by 4:30 p.m., Wednesday, December 22, 2021, with the goal of finalizing a contract as soon as practicable during January, 2022.
