Rate Design Initiative

The Vermont Department of Public Service convened the Rate Design Initiative (RDI), a multi-stakeholder process to explore options and provide guidance to the Department on future rate design cases. The RDI is funded with resources from the U.S. Department of Energy State Energy Program. In the spring of 2019, PSD solicited bids for a contractor to facilitate the process and selected NewGen Strategies and Solutions, LLC from Colorado. The initiative began with a kick-off in December 2019, then was followed by a series of in-person and virtual workshops from January to July 2020. The Phase I RDI final report has been issued and can be downloaded via the link below.

Phase II, now underway, continues these efforts by supporting distribution utilities launch innovative rate and pilot programs.
