The Public Utility Commission is responsible for the design of the Clean Heat Standard and engaging the public directly. There are multiple opportunities for public engagement and comment built into the Clean Heat Standard development process including the following: submitting comments on relevant Public Utility Commission Dockets (link to Public Utility Commission Process and Resources Sub-page), attending advisory committee meetings, and Public Utility Commission workshops, or otherwise submitting comments directly to the Commission. The Public Service Department (Department), Vermont’s ratepayer advocate, participates in all Commission proceedings related to the Clean Heat Standard.
Part of the Affordable Heat Act specifically calls for the Department to perform a thermal sector carbon reduction potential study to assess and quantify the technical and achievable opportunities for emissions reductions.
