Vermont Statute 30 V.S.A. § 8005b requires the Department of Public Service (Department) to submit two different reports to the legislature on the Renewable Energy Standard (RES). The biennial report, beginning in 2017, is primarily an informational account of program performance that looks at various indicators of interest to the legislature. It also includes descriptive information about the performance of the Standard Offer Program. The annual report, beginning in 2018, provides the Department's evaluation of the ongoing impacts of the RES in a variety of areas and includes an outlook on future costs and benefits of the program.
The Department has revised its model used to develop projections for the annual RES report. The Department is currently seeking input on the draft model, which is available here.
