Vermont Nuclear Decommissioning Citizens Advisory Panel (VT NDCAP)

The 19 member Vermont Nuclear Decommissioning Citizens Advisory Panel (VT NDCAP) was established by Act 179 of the 2014 Vermont legislative session to replace the seven-member Vermont State Nuclear Advisory Panel (VSNAP) that had been in place while Vermont Yankee produced electricity.  Act 54 of the 2021 Vermont legislative session modified the composition of VT NDCAP and revised its funding mechanism.  VT NDCAP includes six citizen members, two each to be appointed by the Governor, the Senate President Pro Tempore and the House Speaker, as well as representation from eleven additional Vermont Yankee decommissioning stakeholder organizations.

September 2023 VT NDCAP Federal Nuclear Waste Policy Committee Meeting

The next meeting of the Federal Nuclear Waste Policy (FNWP) Committee of the Vermont Nuclear Decommissioning Citizens Advisory Panel (VT NDCAP) will be held on Monday, September 25, 2023 beginning at 12 noon.  Further details on this meeting will be published on the FNWP Committee Webpage as they become available.

 

Recent VT NDCAP Federal Nuclear Waste Policy Committee Meetings

The Federal Nuclear Waste Policy (FNWP) Committee of the Vermont Nuclear Decommissioning Citizens Advisory Panel (VT NDCAP) held meetings on June 12 and June 19, 2023.  At each of these meetings, an invited Technical Expert discussed potential Spent Nuclear Fuel recycling options.  Further details on these meetings are available from the FNWP Committee Webpage.

The FWNP Committee held its first meeting of 2023 on March 6.  At this meeting, two Legal Experts discussed Two Perspectives on Amending the 1982 & 1986 Nuclear Waste Policy Acts (NWPAs).  Changes to NWPA have been proposed in the past several US Congresses and are expected to be reintroduced in the current Congress. Physical Meeting Spaces for VT NDCAP Meetings in 2023

With the passage of ACT 78 of the 2022 Vermont Legislature, physical meeting spaces were not required for public meetings conducted between January 18, 2022 and January 15, 2023.  As a result, VT NDCAP meetings held during 2022 were conducted via webcast and teleconference without an announced physical meeting space.  With the passage of ACT 1 of the 2023 Vermont Legislature, the physical meeting space requirement was suspended through July 1, 2024.  It is currently expected that the December 11 Full Panel meeting and any remaining VT NDCAP Committee meetings will be held virtually.  VT NDCAP will assess whether it is practical to have announced physical meeting spaces for its early 2024 public meetings on a meeting-by-meeting basis.

NDCAP 2022 Annual Report Published

The Panel’s 2022 Annual Report was finalized and published on January 13, 2023.

 

PANEL APPROVES ADVISORY OPINION ON DEPARTMENT OF ENERGY CONSENT-BASED SITING PROCESS 

At a Special Meeting held February 28 (2022), VT NDCAP approved an Advisory Opinion in response to the US Department’ Energy's December 2021 Request for Information on Using a Consent-Based Siting Process to Identify Federal Interim Spent Nuclear Fuel Storage Facilities.  Presentations, a video recording and further details from this meeting are available in the the Meeting Materials section of this webpage.    

 

Vermont Yankee's Active Decommissioning Continues

On January 11, 2019, Vermont Yankee (VY) was formally sold to subsidiaries of NorthStar Group Services, Inc., to begin active decommissioning. Vermont Yankee ownership now consists of NorthStar Nuclear Decommissioning Company, LLC and NorthStar Vermont Yankeed, LLC.
