2021 Hourly Impact of Energy Efficiency Evaluation Pilot

Advanced measurement and verification ("Advanced M&V") is a collection of techniques to use whole-building data to measure the energy and peak demand impacts of efficiency. This study used energy consumption data to assess how Advanced M&V can reduce evaluation costs and improve program performance. The full report is available online.

2017 Vermont Cold Climate Heat Pump Study

During the fall of 2015 the Department of Public Service undertook to develop a comprehensive understanding of Cold Climate Heat Pump (ccHP) impacts in the state of Vermont. The study ran from the fall of 2015 to late spring of 2017.

2020-22 Market Baseline Assessments

Between 2020 and 2022, the PSD undertook a market baseline assessment of Vermont’s residential and commercial building stock. This assessment characterizes Vermont’s current existing and new construction business (commercial/ industrial) and residential (multifamily/Single Family) markets by documenting current equipment, lighting, HVAC, heating, process, and hot water heating systems, and building shell characteristics; as well as assess adherence to Vermont’s Commercial and Residential Building Energy Standards (CBES & RBES) in the new construction market.

2009 Market Baseline Assessments

Residential Market Assessments

The overall objective of the combined studies covered in this report provided residential new construction market assessments and baselines to help identify opportunities for increased energy efficiency in Vermont.

A total of 156 on-site audits were conducted at existing single-family homes in Vermont, with 123 conducted at owner-occupied single-family homes and 33 at single-family rental homes. This report provided an overview of the key findings of the on-site audits.

Commercial and Industrial Market Assessments

The Department of Public Service commissioned a set of three reports that characterized the energy-related features and opportunities for cost-effective energy efficiency improvements in Vermont’s existing and new construction business facilities.
