2024 10-Year Telecommunications Plan

The Vermont Department of Public Service is working with an outside consultant to develop and write a Telecommunications Plan that meets new requirements set forth by Act 79 (2019), an act relating to broadband deployment throughout Vermont, and 30 V.S.A. § 202d, as amended by Act 137 (2020), an act relating to COVID-19 funding and assistance for broadband connectivity, housing, and economic relief.

Final Draft VT 10-Year Telecommunications Plan

The Public Comment period concluded on March 29'th 2024. The Final Draft of the plan includes a section in which all public comment received has been complied, along with respective responses by the Department.

Public Hearings on the Public Comments Draft Plan

Preliminary Draft Hearings - The Vermont Department of Public Service held three hearings in March 2024 to discuss the 10-year Telecommunications Plan, and to solicit Public Comment on the plan. The sessions were hybrid, with the in-person option in the Giga conference room at 112 State Street, 3'rd floor, Montpelier, VT and remotely via Microsoft Teams. Information, including the transcripts from the March hearings, can be found below.

Final Draft Hearings - The Department will also host three additional hearings to present the Final Draft of the Plan to the public in May 2024. Information, such as hearing location and remote options, can be found below. Questions about the upcoming hearings on the Final Draft can be emailed to PSD.Telecom@vermont.gov

JITOC Hearing - The Department in accordance with 30 V.S.A. § 202d will present the Final Draft of the 10-Year Telecommunications Plan to the Joint Information Technology Oversight Committee. The hearing will be held on June 21st, 2024, starting at 1:00pm.
