Certificate of Public Good (CPG) Complaint Process

The Department of Public Service investigates complaints about the alleged failure of a CPG holder to comply with the terms and conditions of a CPG issued by the Public Utility Commission under 30 V.S.A. §§ 248 or 248a.  The CPG Complaint Protocol drafted in 2016 and formerly posted here has been withdrawn as it is outdated due to changes in the law in 2017 and is under revision.

File a Complaint

You can file a complaint about the alleged failure of a CPG holder to comply with the terms and conditions of a CPG by contacting the Consumer Affairs and Public Information (CAPI) Division, or by submitting the complaint online.  Our contact information is listed at the end of this page.  We appreciate your providing as much information as you can when you file a complaint. We will respond to you as soon as possible and will likely have several questions to ask you. 

You can use the forms (see below) to provide information about the complaint, or to review the questions that you will be asked. Please feel free to cut and paste the text from the forms into an e-mail or Word document. To get started, please print and complete this CPG Violation Complaint Form, or complete this fillable CPG Violation Complaint Form, save it to your system, and upload your completed form through the Consumer Complaint Portal which allows you to file the Consumer Complaint online.  The EDocument Upload section can be found at the end of the online Consumer Complaint form.

If you are a CPG holder or state agency reporting a complaint received from the public, please use the State Agency or CPG Holder CPG Complaint form.

Quarterly Reporting

In addition to its responsibilities for responding to complaints, CAPI tracks, consolidates and reports out on all CPG violation complaints. Entities should provide CAPI with data about any CPG complaints received or handled by that CPG holder or agency during the prior quarter.
