VT NDCAP Meeting

The Vermont Nuclear Decommissioning Citizens Advisory Panel (VT NDCAP) will hold its fifth and final meeting of 2022 on Monday evening, December 12, 2022, from 6:00 PM to 9:00 PM.  In addition to receiving updates from NorthStar and Vermont State Agencies regarding recent Vermont Yankee (VY) decommissioning activities, the Panel will consider endorsing recent International Brotherhood of Electrical Worker (IBEW) comments filed in response to the Nuclear Regulatory Commission’s (NRC’s) proposed rules governing nuclear power plant decommissioning.  The Panel will also review and potentially approve its 2022 Annual Report to the Vermont Legislature and Governor.  Lastly, elections for 2023 Panel Officers will be conducted. 

As permitted by ACT 78 of the 2022 Vermont Legislature, this meeting will be conducted solely as a webcast and teleconference via Zoom.  No physical location is designated for this meeting.  This meeting will be recorded for subsequent public review.  Questions regarding access to this meeting may directed to Tony Leshinskie, Vermont State Nuclear Engineer at anthony.leshinskie@vermont.gov, or by calling (802) 272-1714.

Montpelier, VT – The Federal Nuclear Waste Policy (FNWP) Committee of the Vermont Nuclear Decommissioning Citizens Advisory Panel (VT NDCAP) will hold its fifth meeting of 2022 on Monday, December 5, 2022, from 12:00 Noon to 1:30 PM. As permitted by ACT 78 of the 2022 Vermont Legislature, this meeting will be conducted solely as a webcast and teleconference.

NDCAP Federal Nuclear Waste Policy Committee Meeting

Montpelier, VT – The Federal Nuclear Waste Policy (FNWP) Committee of the Vermont Nuclear Decommissioning Citizens Advisory Panel (VT NDCAP) will hold its fourth meeting of 2022 on Monday, October 3, from 12:00 Noon to 1:30 PM.  This meeting was originally scheduled for August 22 but was postponed due to an unexpected conflict in the invited speaker’s schedule.  As permitted by ACT 78 of the 2022 Vermont Legislature, this meeting will be conducted solely as a webcast and teleconference.

Montpelier, VT – The Vermont Nuclear Decommissioning Citizens Advisory Panel (VT NDCAP) will hold its fourth meeting of 2022 on Monday evening, September 19, from 6:00 PM to 8:35 PM.  At this meeting, NorthStar and Vermont State Agencies will provide updates on Vermont Yankee (VY) decommissioning activities.  The Panel’s Federal Nuclear Waste Policy Committee will also provide an update on its recent activities.  Additionally, several forthcoming changes in Panel appointments and administrative items will be discussed.

Meeting of NDCAP Federal Nuclear Waste Policy Committee.

Montpelier, VT – The Federal Nuclear Waste Policy Committee (FNWPC) of the Vermont Nuclear Decommissioning Citizens Advisory Panel (VT NDCAP) will hold its third meeting of 2022 on Monday, May 23, from 12:00 Noon to 2:00 PM.  This meeting will be conducted primarily as a webcast and teleconference.  However, in accordance with Vermont Open Meeting Law, the following physical location will be available for those wishing to attend this meeting in-person:

Limited parking is available behind the building.  Additional parking is available at the Brattleboro Transportation Center Parking Garage located one block east of the meeting site.  Facemasks are encouraged for all meeting attendees.  Social distancing will be enforced.

VT NDCAP Meeting

The Vermont Nuclear Decommissioning Citizens Advisory Panel (VT NDCAP) will hold its first regular meeting of 2022 on Monday evening, May 9th, from 6:00 PM to 8:35 PM.  At this meeting, NorthStar and Vermont State Agencies will provide updates of recent Vermont Yankee (VY) decommissioning activities.  The Vermont State Agencies reports will include assessments of NorthStar’s March 31, 2022, required annual status report for the VY Decommissioning Project. 

As permitted by ACT 78 of the 2022 Vermont Legislature, this meeting will be conducted solely as a webcast and teleconference via Zoom. No physical location is designated for this meeting.

Meeting of the VT NDCAP Federal Nuclear Waste Policy Committee

The Federal Nuclear Waste Policy Committee (FNWPC) of the Vermont Nuclear Decommissioning Citizens Advisory Panel (VT NDCAP) will hold its second meeting of 2022 on Monday, March 28, 2022, from 1:00 PM to 2:00 PM.  This meeting will be conducted as a webcast and teleconference.  As permitted by Act 78 of the 2022 Vermont General Assembly, no physical meeting space will be provided for this FNWPC meeting.

Webcast meeting access will be available via a Microsoft Teams weblink and teleconference.

At this meeting, the Committee will discuss its next steps in assessing current Federal nuclear waste policies.  The Committee will also review current legislative efforts and the status of the Congressional Spent Fuel Caucus after almost of year of existence.  Lastly, Betsy Madru from Deep Isolation, a Berkeley, CA-based start-up company, will briefly outline the company’s proposed nuclear waste disposal methods based on existing borehole drilling technology. Further information on Deep Isolation is available at the company's Our Story webpage.

Meeting of the VT NDCAP Federal Nuclear Waste Policy Committee

The Federal Nuclear Waste Policy Committee of the Vermont Nuclear Decommissioning Citizens Advisory Panel (VT NDCAP) will hold its first meeting of 2022 on Monday, January 31, 2022 from 1:00 PM to 2:00 PM.  This meeting will be conducted primarily as a webcast and teleconference.  However, in accordance with Vermont Open Meeting Law, the following physical location will be available for those wishing to attend this meeting in-person.

Webcast access for this meeting will be available via a Microsoft Teams link and teleconference.  

At the meeting, Committee members will consider responses to the US Department of Energy’s (DOE’s) recently published Request for Information (RFI) on using a Consent-Based Siting Process to identify Federal Interim Spent Nuclear Fuel Storage Facilities and whether the Committee shall propose a statement to be voted upon and submitted from the entire VT NDCAP.  Public comments on this subject are desired and must be submitted to DOE by March 4, 2022.

Special Meeting of the VT NDCAP for 2021 Annual Report Approval

The Vermont Nuclear Decommissioning Citizens Advisory Panel (VT NDCAP) will hold a Special Meeting on Monday evening, January 10, 2022 from 6:00 PM to 8:00 PM to review and potentially approve its 2021 Annual Report to the Vermont Legislature.  While this meeting will be conducted primarily as a webcast and teleconference, in accordance with Vermont Open Meeting Law, the following physical location will be available for those wishing to attend and participate in person:

In compliance with the Town of Brattleboro Selectboard’s November 23, 2021 Resolution, face masks are required for all meeting attendees.  Social distancing will be encouraged.  Unvaccinated members of the public or anyone feeling ill are requested to join the meeting via webcast in lieu of attending in person.  Members of the public may join via webcast.

The primary purpose of this Special Meeting is to review and potentially approve the Panel’s 2021 Annual Report to the Vermont Legislature and Governor.  Additionally, the Panel will review and potentially approve its proposed 2022 budget.  No NorthStar or state agencies’ reports on recent Vermont Yankee decommissioning activities will be made at this meeting.

VT NDCAP Federal Nuclear Waste Policy Committee Regular Meeting

The Federal Nuclear Waste Policy Committee of the Vermont Nuclear Decommissioning Citizens Advisory Panel (VT NDCAP) will hold its final regular meeting for 2021 on Monday, December 20, 2021 from 1:00 PM to 2:00 PM.  This meeting will be conducted primarily as a webcast and teleconference.  However, in accordance with Vermont Open Meeting Law, the following physical location will be available for those wishing to attend this meeting in-person:

At this meeting, Committee members will continue to work on an Advisory Opinion draft regarding the Department of Energy’s (DOE’s) proposal for Consent-Based Siting of spent nuclear fuel repositories. 

The Committee will also discuss whether any items from DOE’s recently published Request for Information on Consent-Based Siting should be considered by the entire VT NDCAP.
