1998 Plan

Overview

The Comprehensive Energy Plan (CEP) addresses Vermont’s energy future for electricity, thermal energy, transportation, and land use. The 1998 CEP, "Fueling Vermont's Future: Vermont Comprehensive Energy Plan and Vermont Greenhouse Gas Action Plan, 1998" outlines Vermont's present energy situation, projects future energy use and models and recommends energy policies for the next 20 years. The plan is mandated by Vermont law (30 V.S.A. § 202a and b) and seeks to outline an energy strategy that is safe, adequate, reliable, secure, sustainable, environmentally sound, efficient, and affordable, while maintaining economic vitality.

The Overview presents the policies and actions discussed in the CEP, which show a variety of ways that Vermont can make fundamental changes and progress toward meeting our energy and environmental goals.

 

Volume 1: Summary and Recommendations (ZIP, 832kb)

Volume 1 is a compact version of the full plan (approximately 150 pgs). It has 120 recommendations (not in Volume 2). It contains summarized chapters and a selection of figures from the complete CEP.

 

Volume 2

Volume 2 contains the full analysis of policies but not the 120 recommendations from the Department of Public Service nor an index. It contains the complete text and all figures, including Chapter 5, which is a set of 20 policies selected from the 70 policies presented in Chapter 4. These are modeled together as the "composite case" and compared to the business-as-usual base case. Volume 2 also includes several additional appendices.
