Energy Labeling Working Groups
A section of Act 89, passed in 2013, required the PSD to convene a working group to "develop a consistent format and presentation for an energy rating that an owner of a building may use to disclose the energy performance of the building or a unit within the building to another person, including a potential purchaser or occupant." The working group was also charged with developing or selecting "one or more tools that can be used to generate the energy rating." A report making recommendations on residential disclosure was due to the Vermont General Assembly by December 15, 2013, and commercial disclosure was due by December 15, 2014. Both reports are attached below.
Act 62 of 2019 reestablished the Residential Building Energy Labeling Working Group and a Commercial Building Energy Labeling Working Group convened under Act 89 of 2013. Each Working Group will contain a variety of members appointed by the Commissioner of Public Service. Those members of the Working Groups established under Act 89, above, may continue as members, and the Commissioner "shall fill vacancies in the working group as they arise. "According to Act 62, these Working Groups "shall advise the Commissioner in the development of forms pursuant to section 63 of this title."
2019 - 2020 Building Energy Labeling Working Groups
The Commercial and Residential Working Groups were reconstituted as directed by Act 62 of 2019. New and continuing members were appointed by the Commissioner of Public Service, and the initial meetings of each group were convened in November, 2019. Both Working Groups met monthly and these meetings were open to the public. Beginning in April, 2020, the monthly meetings were conducted remotely due to COVID-19 restrictions.

Commercial and Multiunit Building Energy Labeling:
- Multiunit Building Aggregated Energy Usage Data Request Forms
To promote energy efficiency and identify energy efficiency improvement opportunities for Vermont multiunit buildings, Act 62 of 2019 obligates regulated electric and gas utilities "to aggregate and release [energy usage] data" for multiunit buildings. It also instructed the Department of Public Service to create the forms for requests and release authorizations for multiunit building owners to request aggregate data from their utilities. 2014 Commercial Energy Labeling Working Group
The Commercial Energy Labeling Working Group, which includes multifamily housing, met in 2014 to analyze rating tool options and select a tool that can be used to generate an energy rating for commercial buildings. Final Report
Pursuant to Act 89 of 2013, the Residential Energy Labeling Working Group was responsible for submitting this final report to the general assembly on or before December 15, 2013 on its work to develop a voluntary residential building energy rating and label.
Building Energy Disclosure Working Group
Final Report
Pursuant to H.56 §20d(e), the Working Group on Building Energy Disclosure (Working Group) was responsible for submitting this final report to the general assembly on or before December 15, 2011 with its recommendation on whether the state of Vermont should adopt requirements on disclosure of building energy performance and recommended legislation on such disclosure if the general assembly were to choose to adopt such requirements.
